Disagree, they have one of the worst public health and public education system. They have been dead last in some of these HR indices.

Their rural infrastructure is in   bad state too and same with drinking water.

their urban infrastructure is decent but not great what they have done great in last few years highways, ports and electricity.

even then the electricity is not given 24 hours to farmers, only in the nights with a rate subsidy. They have one of costliest power in India.

talented people are avoiding govt sector like plague... now the leftover trash is trying to milk the system before it collapses.

None of the problema you mentioned can be solved by Paying govt employees more. 

They won't quit or work harder or stop taking bribes. Telangana has the highest pay scale in the country , do you think corruption decreased ? Or did govt schools magically become better ? 

Most of These people are easily replaceable , several people will queue to replace each one of them if they quit

Absolutely wrong , UPSC is still the most preferred job even for IIT,IIM graduates 

Wy do you need talented people in routine govt jobs ?  Even dumb people can perform govt jobs without any difficulty

Half the teacher positions are not filled because they offer a salaray of 10,500/-, even a day labour makes more money than that.

same is the case with police department but they make up with side income

The status took same money as one month social pensions in AP.
