Separation doesn't solve anything. 

We need to destroy the current institutions like judiciary , IAS ,IPS , Revenue department , etc  and build from the ground up 

Completely decentralise the Administration.  cities should have their own police departments , courts , land registration , schooling , hospitals etc 

State govt and central govt should have very limited powers over day to day administration

Unity between south states are difficult…

already water wars vunnai..states madya…and also there are krishna, Godavari rivers flowing from Maharastra… 

In south, every one try to show their language superiority…specially tamilnadu, karnataka…

every south state culture is far diverse to  other south state…(we dont see that much diversity in north states..)
