Bro Food industry is a recession proof business - but you need team - All this sankrantri Ulavacharu himalyan kitchen  or any Telugu restaurants source their staff from india 50-60+ year old Uncles and Aunties come on B1/2 and work for 1000-1500 with accommodation living with 10 other people in 3 bedroom apartments  - That is how they control the staff and make money by selling cheap . If you want to go by the book and do every thing legally pay every one on payroll you will never make money in indian Restaurant Business . Again Hiring people on cash is risk if you dont have control on them some people go and sue you for wages . Just think before investing 150 is it worth all this tensions ? You will not have weekends unless you hire a manger still some contribution is required from you in terms of over all administration .  try any other passive where labor is not a issue . Look at all the failed restaurants in bay area ?  There used to be 5-10 peacocks at one time where are they , Same with Bawarchi , And all those telugu name restaurants all are gone no one last more than 1 years , Mr Biryani and Biryani Junction as for Low income people they just care about eating goat for 20$ because in Bay Area meat shops fresh goat sells for $13 a pound . Same with Weekends buffets in Sunnyvale for $22 you get goat curry Goat biryani (the goat they use is the called mutton which goat the size of a bedfellow it cost them $6 per pound ) Free Unlimited Beer and Mango lassi - So all low income people who cannot afford go there for weekend buffets . How the restaurants make money is again with cheap labor and volume - If they dont sell for $22 buffet they dont make money to even pay expenses .  I would say its not worth it .

and remember if you break rules and get caught , Labor , EDD , Sales Tax , IRS , bankruptcy is the only way out and some dose not even cover in Bankruptcy i believe . Min Wage in Bay Area is $17 now do you math before jumping into any thing .

Latest trend with indian restaurants is people order more than $100 and claim it as fraud transaction and you cannot even fight it .  Same with Apps they say food is stale or spicy and could not eat - You dont know what you are dealing with :)
