State specific. Most state do derived DMV/RMV value or sale price - whichever is higher. 

If you got from private party and put the sale price as $500 (example) but as per DMV's calculation the car is worth $4000 - you will pay taxes on $4000. 

Maa state (MA) lo taxes are exempted only when the sale happens within family and you will need to provide proof.
