No , as per rahul teddy if it’s not done now then the next possibility is in 2024 dec 

 

anything they do in 2023 will be in limelight for 2024 elections . So they avoid it . 
 

after 2024 elections in Nov they may introduce again since general people don’t care about it and even if they did they will forget during 2026 elections .
