Thats where NET exports come in. If you are consuming by simply importing goods from other regions it is DEDUCTED from GDP.

net exports make no sense when calculated at state level. supply chains criss-cross across states multiple times, and domestic production is mostly calculated through different techniques pre and post GST. It is impossible to compare them in any meaningful way.
