May be, it’s better to aim for fair deal. Like some sort of restrictions on H1b then attempt to clear backlog in the bill. Without any restrictions on H1b/EAD’s it will effect the vote bank of congressman especially from working class people , hence they might not incline for lifting cap on GC’s.
