My personal experience about this, My H1b visa expired and my wife`s H4 visa expired, we only have Valid i94 and i797, we take cruise in NYC with Norwegian Bliss. Before we go to the terminal, we called CBP New York Field Office 4 times, we got the same and sound answer that we are good to go, we do not need a valid visa to come back, they gave me the reason is it is a closed loop cruise there is no actual exit out of the U.S.. And they told me CBP will not be in the terminal until the cruise come back, but we are still upset, we went to the terminal on Dec 13th 2019, and the Norwegian staff seems know the drill, and the supervisor knows the whole thing, however she still needs to bring our documents to the ship, the board control team, to double check if we could board. After 20 mins she came back and told us we are good to go, and she told us , there is another gentlemen from board control team told us we are good to go as well. After we come back we go through the CBP, the officer only check the bio page of the passport. So through the whole process, we understand if you take cruise from NYC and it is a closed loop cruise to bahamas and bermuda. You are good to go. This is for sure!! I hope everyone who wants to take cruise to these two places and board at NYC could find my experience useful!

This person went to Bahamas with an I797..

Of course, it is always better to check with the cruise line or the port office..

It is a valuable post man...
