Present Hitech City/Financial City lands were aquired way in 1970's. Ala aquire chesina lands lo ne University of Central Hyderabad start ayindi, another proposal was to establish ECIL in present day Hitech City which did  not materilaise.

I was trying to find private firms or infrastructure or govt colleges built by CBN in Andhra , it's actually surprising i could find very little   

I am pretty sure he was the leader of a state not just mayor of Hyderabad

it is not in a vaccum.  There is also timing issue. Competition was less. IT was growing and looking for land, people.
