Kerala and Delhi are somewhat comparable but still about 10% lower. 

There is no state in India which has the same pay scale as Telangana ,even central govt employees ar paid less 

 

so kerala and delhi are getting salaries or no ? even andhra was getting them on time 2014-19. why say irrelevant things.

salaries are usually paid from another account i think. Any decent administrator will cut discretionary amount and give salary.

 kerala is delaying salaries for from the start of covid , they don't even have any welfare schemes 

Delhi has no delay , it's actually a rich state unlike whatever kcr may say
