The most dangerous among pollutants is PMI2.5 which is primarily from vehicles.

Cleanliness and Construction practices have been improving as well. We tend to notice them only after crossing a threshold.

Hmm where do I  begin. 1. Availability of potable water, 2. Value for human life 3. Quality of life index 4. Availability of basic life amenities such as restrooms 5. Reasonable population density 6. Availability of decent quality food to children 7.  Poverty index 8. Child deaths 9. Women empowerment 10. Equal opportunities regardless of caste/religion 11. Civic sense 12. Traffic 13. Infrastructure management 14. Ease of starting and running small businesses 15. Women safety etc You can quantify this data objectively
