Army was called and put on stand by on the very next day…

There is standard protocol, you don’t just call army right away, they don’t respond to state govt’s request unless home ministry and defence ministries are involved. 
 

On the day riots broke, SOS was sent to neighboring states for additional troop deployment from reserve forces which were not fulfilled. Digvijay Singh ignored the SOS call from Gujarat.

On the third day, Army was deployed with shoot at sight orders. There was little time lost in following the protocols. However even if the deployment came in faster, the resukt would not have been much different.
