The error message "Error [10061] no connection could be made because the target machine actively refused it" usually means that the server you are trying to connect to is actively refusing the connection.

This error can be caused by various factors, including:

  • The server is not running or is not listening on the specified address and port.
  • A firewall is blocking the connection.
  • The server is too busy to accept connections.
  • The server's IP address or hostname is incorrect.

To resolve this error, you can try the following steps:

  • Check if the server is running and listening on the correct address and port.
  • Check if any firewalls are blocking the connection and add an exception for the relevant port.
  • Check if the server is too busy and try again later.
  • Check if the server's IP address or hostname is correct and try again.
