New news... All model Y variants worth all upgrades are now eligible.

Before that you can only take 1 color or wheel upgrade to be within 55k.

march lo govt might give more guidance on what are eligible models. model y is eligible till march.

as govt is pissed off with tesla and elon , there might be something in there that will make them not eligible.
