I dont think so. Hundreds of thousands of houses were built. Even indiramma houses by ysr.

NTR housing scheme ani pettindi, central awas yojana houses. Same is the case with Rajiv Gruhalu by YSR.

This is the project under which they were built. State housing boards are not under the awas yojana. Housing boards were colonies developed in the outskirts with minimum pricing schemes. They were paid housing schemes for Middle income/lower income groups.

Nllore lo kooda 3 housing colonies kattaru , tirupati has even more sold to TTD employees. Infact tirupati might have the highest after Hyderabad 

Chennai had housing colonies too. 

@Android_Halwa do you have more knowledge about housing board program in Hyderabad ? 

Bro... just to add my knowledge .... Housing board in one of many departments which has developed colonies .
even Area such as  Srinagar Colony, SR nagar, Ashoknagar , Himayatnagar , SCB area and many other colonies were developed by State and Central government agencies for benefits of their employees and citizens.

Plan was to have a city that can become a mega city in the future that could attract a lot of investments. The thought of having Amaravathi is that eventually both Guntur and Vijayawada will be merged into becoming a Mega City. In addition to that there is plenty of water and equidistant to all corners of the state. 
 
Siva Ramakrishnan committee suggested pretty much the same.. But they said Guntur-Tenali corner is best, but I guess TDP / CBN wanted a mega city to be developed on par with Hyderabad
