Siva Ramakrishnan committee suggested pretty much the same.. But they said Guntur-Tenali corner is best, but I guess TDP / CBN wanted a mega city to be developed on par with Hyderabad

The plan was to divert lakhs of crores from rest of the state to krishna/guntur for next 30-50 years so that they may "eventually" pay back. 

But the problem that plan is what guarantee that this state will remain the same after that period ? I don't think current AP will remain one state with that kind of plans. Madras went away , Hyderabad went away , so will amaravathi 

Sivarama Krishnan explicitly said that AP should never have a mega capital . See what he said

Any progress on amaravathi should be done on a separate account from state govt , all the money raised through land sales , property taxes , income taxes should be held in that account and pay for any infrastructure and other expenses
