Pay hike is something which is non-negotiable or very less room for negotiation.

in most of the top/mid level companies, hike is determined by a took and mgrs will have some budget(peanuts) to allocate to top performers.

 

counter offers is the only way to get better hike(offcourse u should be ready to walk away if needed). But considering the current market, even thats not possible.
