As per instrument of accession Kashmir was integral part of India from 26th Oct 1947. Kashmir was a separate country from 15th August 1947 to 26th Oct 1947.

My question is Kashmir IS an integral part of India, not was. Read and answer.

24 October 1947: Maharaja requested military assistance and proposed accession to India.

25 October 1947: On Maharaja request VP Menon was sent to Kashmir to assess the situation.

26 October 1947: V. P. Menon brought news that the situation in Kashmir was critical and that the Maharaja was ready to agree to "any terms". 

26 October 1947 – 27 October 1947: The Maharaja signed the Instrument of Accession.

27 October 1947: The Indian army entered the state to repel the invaders.

And in 1949: Pakistan took Azad Kashmir and called it self governing.

Azad Kashmir was founded on 24th October 1947 by rebels with Pakistani help. From 1947 to 1949 Indian forces led by British commanding officers are fighting with rebels, defended few areas but never regained control of current POK. Azad Kashmir signed aggrement with Pak in 1949. Bucher is one top general. And he wrote to Nehru that their forces are tired  and asked to seek a political solution rather than military solution. Bucher papers are about these sequence of communications between army and govt.

That is when cease fire and UN intervention happened.
