The guy had boxcutter and was acting strangely. Then he got a cylindrical metal looking object out of hie jacket. He clearly was trying to tell cops that he had a bomb ( it actually was a fake dud) . The whole interaction took 30 minutes. And even when cops were clearly justified as they rightfully assumed he had explosive.
