If I find that the candidate is genuine(not fake experience), I accept. Else ignore. That's because, if it's fake experience guy and you are in his/her network, people might mistake the connection as endorsement.

Irrespective of whether the job is offered or not, I connect. Some stay in touch and seek mentoring. I help them in whichever way I can. Sending LinkedIn connect after an interview is common. Just another way of expanding one's professional network.
