Wheels contract went to china because its "forged wheels" and they were contracted from Ukraine before the war sent it sideways. Since then the order went to China and is now being done with Titagarh Wagons and RamaKrishna forge and there are slightly higher bids from Bharat Forge and SAIL (Steel authority of India) as well.

Indian railways use cast wheels that are not useful for high speed and semi-high speed trains. You need an order of magnitude for anyone to invest in tech, R&D which came in with VandeBharat orders and the more semi-high speed networks to come up in the future.

Each of these 16-car 120 Vande Bharat trains will be produced at the Marathwada Rail Coach Factory in Latur. The trains are expected to be delivered between 2026 and 2030. The first two prototypes, however, will be ready for trials by the end of 2025.
