Rain of money on the state

The center gave Rs.10,461 crore

Granted as ‘Special General Financial Assistance’ under Revenue Deficit 2014-15

A huge relief for the Jagan government in the election year

Center showered compassion on Andhra Pradesh, where it is difficult to pass the day, drowning in debt. Jagan’s government, which is struggling with financial problems, has been given such a huge relief that under normal circumstances there is no need to look back for a few months. 10,460.87 crore has been given under the revenue deficit of the financial year 2014-15. Mahendra Chandelia, Assistant Director of the Union Finance Department (Expenditure) gave an order on 19th of this month sanctioning this amount under ‘Special General Financial Assistance’. It is stated that the funds should be released to Andhra Pradesh government immediately. From 2014-15 to 2018-19, the then government of Telugu Desam had petitioned the Prime Minister many times for funding this revenue shortfall, but to no avail. The center acted as if there was no need to give. Since coming to power, Chief Minister Jagan has also appealed to Prime Minister Modi regarding these funds. Finally, the funds were sanctioned with the approval of the Prime Minister’s Office. After the division of the state, whatever funds were given from the center to AP, they were given in installments. Never before has such a large amount of funding been given at one time. It is remarkable that it is coming in an election year. 

At that time, it was the center where corries were made

After the bifurcation of the state, the then government requested the Center several times for the funds to be received due to the revenue deficit. However, the center released some amount. The then Prime Minister promised in the Rajya Sabha on the compensation of Andhra Pradesh’s revenue deficit and resources for the year 2014-15. Between the date of bifurcation of the state and the approval of the recommendations of the 14th Finance Commission by the Central Government, the compensation for the resource gap (gap) for the year 2014-15 has to be paid in the Central Budget. According to this, the revenue deficit for the financial year 2014-15 was Rs.16,078 crores. As part of that, the Center has given Rs.2,303 crores in 2014-15, Rs.500 crores in 2015-16 and Rs.1,176.50 crores in 2016-17 for a total of Rs.3,979.50 crores. It said in September 2016 that the remaining amount will be released in installments based on the standard cost. However, the then Finance Minister stated in May 2017 that only Rs.139.39 crores were to be released and the rest was spent on new schemes. In 2018 also, a group of state officials held discussions with the officials of the central finance department. Based on the CAG verification, the revenue deficit has been asked to be considered as Rs.16,078.76 crore. It explained that the unpaid (pending) bills as of 2014-15 were huge. However, the Center did not consider them.
