2017 Lo when new assembly was built in AP, it was CBN who inaugurated even though as per your logic Governor or President should have done so.

Have you ever heard of President for opening ceremonies ? Apart from being first woman, Prez is also Commander in che if of the Armed forces which is a defence rank for which Protocol does not allow to attend civil ceremonies…
