munugode, dubbaka and huzurabad .. all these 3 are candidate victories not bjp. if they move back to congress they will win in congress as well.  bjp ki deposit kuda raadu aa 3 seats lo.

if bjp does issue based politics first thing people will ask is you are in power in center for last 9 years, what is stopping you to give funds and make the development.

There had a bigger plan like pulling 4 MLAs from the ruling party few days before the elections and had they won it, it would have definitely put TRS in a spot and following many would have deflected from TRS and Congress into BJP.

There is no to little core Hindutva vote bank in Telangana to cause any major impact just like in Andhra, there is only pro and anti KCR vote, wherever they were able to consolidate anti KCR vote at the cost of Congress party BJP was able to win the bi-elections.
