Both are giving 4%. safety wise which one is good? does FDIC really insured if any fraud happens ?

Cap 1 support is based around Philippines and vietnam I guess. You will have hard time if any thing goes south. Horrible experience with Cap1 savings.  Amex support is US based.  4% chesadu ninna ne.
