Good Initiative, but needs to have a mechanism for regular maintenance of building. 

Huda Complex near Kothapet, hyd used to look good when it was built. First area in hyd with huge apartment complex. They kinda look bad now. Like slum. Outer appearance as well as buildings are in bad shape.

Regular maintenance costs must be collected from residents so they feel sense of ownership, before elections they are going to inaugurate around 20-25k 2BHK flats, the one near Singapore township is also huge

That's the thing about free stuff , people don't really value them . The beneficiaries will expect government to pay for everything all their life

I want to see how people maintain them. who will take responsibility for common area, sewage, trash?

Can an occupant sell them after few year?  Can they pass this property to their inheritors?

Just look around all free housing apartments anywhere in India. They are not maintained at all.  Govt has to maintain common areas 

sewage is usually let go into nearest storm water drains or canals . Trash is collected free. Even water connection is all individual , every unit has their own water tank /motor
