This car is 5th hand car , it's definitely not a wealthy person driving it. No one has fear of the law

People complaining about sand on road and not being maintained, Roads and Infrastructure has always been like this.  Speed limits are posted on almost all roads. High speed is THE cause for accident. 

Also, there's more to the story. Weapons found in car? New car owner did not register car on his name even after he bought.

Roads in financial city itself are bad. If you look UP at the buildings it looks like a developed country. The moment you see DOWN (roads, Infrastructure) you will come back to reality.
