1) In terms of "films, acting and success" both are legends with chiru being way more successful.

2) In terms of private life, both have their ups and downs. Chiru lost some image for his unsuccessful role in politics but is a careful talker (diplomatic and dramatic) in public eye. Balayya is more direct and talks his mind (sometimes goes overboard and unpredictable).

3) People are scared to talk in front of balayya for fear of his reaction esp in front of ppl. They are not scared but careful while talking in front of Chiru, for fear of their chances if they say something wrong.
