US wants to get all the junk paying for masters and subsidize locals, junk will go back to India unable to find a job anyway

Other than Indians, most people will leave. Some of the non Indians will get green card directly after opt. They don’t even need a h1. They have no issues with country caps

it says those who are "in" not those who are arriving. So you must count first year, second year, cpt and opt etc.

LOL. Most of them who came to the US over the last few years especially since 2020 will find it difficult to get jobs & return home with a lot of debt. Because those who arrived before 2020 had already returned & doing jobs in India. Some left for Canada. Don't go to US for education & jobs as the chances of your H1b getting picked is now even slimmer than before because even those from non-STEM backgrounds are doing MBAs, MS Accounting with Data Analytics which is considered STEM by USCIS. Over the last few years, siginificant number of Indians went to US to pursue Masters & most of them are already CFAs, CPAs. Previously this was not the case. Now you should also compete with them &  engineers. So if you think you're going to get H1s like your cousins, think very carefully as you might end up spending your parents retirement money.
