Economically and culturally backward as well compared to us. Because they were occupied by invaders more than us. You see more western influence there. They flirt more and are not traditional on an average. 

That being said, our culture is more intact because northies were fighting invaders and acted as our shield.

I think northies flirt better. Very polished. Mana girls are used to attention. Flirting not so much. Boys baga pulihora batch manadi. More mass strategy. 

In terms of beauty, northies may have fair complexion, but ppl with dark skin have better features.

Southern states seem to be doing well compared to north states these days. Lack of labor in southern states and people migrating from northern states into Southern states. This is in spite of central govt's ignoring southern states for progress.
