They don't really do anything. Its just a checklist and they need to comply to this. One company does and all others follow. 

Also its not a fair world for us to talk about opportunities and talented people.

It does not matter. During COVID some people transferred to diff states and a lot of remote hiring also happened. They will not be affected with Return to work or hybrid model

However most new hires are all hybrid positions and companies need them to be available for hybrid.
