Silica is SiO2 aka sand. There is oxygen in every metal oxide, MnO2, Fe2O3, Al2O3. Not all oxygen is good. Metals cannot stay as pure metals because of oxygen or sulphur in the atmosphere. The process of removing oxygen from these forms of metal oxides is not energy efficient. Hydrogen is less likely to be present on the surface of the moon because it is lighter and it has no reason to stay in the atmosphere at low temperatures. The only way hydrogen can be found is from water.

No metal can stay as a pure metal because of entropy. The only place you will find pure metals would be where there is no ambient atmosphere. On the Earth, metals cannot stay in their pure form because they tend to mix with either oxygen or sulphur in the atmosphere. For example, pure iron cannot stay as iron, instead will oxidize and form iron oxide (Fe2O3) aka rust. Similarly, the Earth has huge amounts of silicon, but in oxidized form of Silica (SiO2) aka sand. The silicon that is used to manufacture chips that you use in your electronic device in not coming from silica (aka sand). The process of removing oxygen from SiO2 form is extremely difficult, so for chip manufacturing, they do not use sand. The presence of oxygen and sulphur means that there is likely an atmosphere in that part of the moon. However, it is not energy efficient to remove oxygen from this source. They want to find water, so that they can separate hydrogen from water, because that process is what will result in making rocket fuel.

It is carrying a laser induced beam spectroscopy to analyze the metal composition of the rocks on the moon south pole.

Seems NASA is already worked on extracting oxygen from moon dust equivalent in vaccum. There is no oxygen in breathable gas state. It is in the minerals.

So it is not a discovery but yes Chndrayan also detected. I think if they can find water it is going to be the first mission to detect water.
