To be frank, I never heard of this scam. Have'nt looked for a job since last 15 yrs. May be that's why. 

However, I am well aware of the IRS Scams, etc. Asking for PP is a red flag for me. Actually giving check for $4500 and job offer with out interview, all are red flags.
