Most cities in India were actually planned before it got independence itself .Bengaluru was a perfectly planned city too until the 60s and 70s

everything went to after Indira Gandhi took to power and started to establish slums as a policy to win over urban areas. They even made occupation of land legal by passing squatting laws 

even now the only way to improve urban infrastructure in India is to do away with so many of these socialist era laws
