How are these dallas builders offering low interest rates for year 1,2,3,4? Someone has to take that loss kada if mortgage rates drop after that and refinance. 

For 4 yrs the difference in interest would be >100k.

Read about rate buy down ,there are many forms like permanent buy down , 2-1 buydown etc , basically bug builders have theri own financial like lennar, pulte etc so they are giving discount in this form to buyers , if builder is nit giving you can pay that toooo , 

It's not specific to dalls , even on travy hills, lathrop manteca new builders are offering
