He did so, because he was categorically told special status was of question by BJP. BJP got him cornered into accepting Special Package which was not materialized as well. BJP has its own game, they won't do anything for Andhra till they come to power. They also have Jagan surrendered to them again, so doing something right now is not something they are concerned about. Right now, it's about crafting a political space for themselves in the Andhra, which was dominated by bipartisan politics. 

Baboru's political blunder was to align with UPA.  Don't know if it was Vemuri RK or Ramoji most likely the latter who persuaded him to align with UPA. Unfortunately, TDP was not the mighty force it once was, it got shut down in Telangana because of Revanth Reddi's case that another blunder by Baboru, and electoral results of Andhra made him even weaker. He was late to the negotiating table and in politics might are always right. So baboru can't match evenly with Shah and Modi. Hearsay is that Shah gave him a deal that he couldn't accept through Nadda at the time of NTR coin release, i.e., to give 12 MP seats to BJP.

Akkade debbesindhi. 'U' turn and joining UPA, which divided Andhra Pradesh. YCP gave shivers to Baboru. Because Jagan won only 1% less than Baboru+PK+BJP. He knows, if Jagan stays this way, he cant stop his growth. He thought, he can make the YCP loose morale, and took away 23MLAs. But Jagan has better resolve than Chiranjeevi and even his father, he didn't give them rest is history.

Vishakapatnam is the only credible alternative at this point of time.

Also, what difference does it make for the people to go to Bengaluru or Hyderabad and even USA/AUS/UK/CAN? Even with Hyd, geographical proximity maraledhu, it's int he same country. Andhra lost revenue, but that's past.

Accepting the fact takes time for andhra people.  People have mindset of capital city like Hyderabad and suddenly without any capital city. People might accept it slowly .

Leaving IT jobs, Hyderabad isn't that great place to live these days. Most of the money you earn will be either eaten away by mortgage payment or rent or you don't own the property by inheritance. Then the densification created another set of problems such as water clogging and floods, non availability of ground water, traffic congestion and long commutes and more crime. Suburban hyderabad (atleast 50 km away) or tier ii cities are more livable for an employee. It's another thing, of you're a rich guy, but most of the people aren't
