America is extremely segregated , Most of the rich have accepted that law and order problems are going to be there in poorer neighborhoods and have moved onto their exclusive enclaves. 

That is why you don't see polticians and police not caring much about such stuff unless it happens in a rich neighborhood 

None of the cities have big problems in rich areas except for san francisco , that's why it is in the news for a long time
