First and foremost, why do you think a private company will spend 3000 crs as a grant ? 3000 cr is a huge amount for any corporate company to be spent on corporate social responsibility.

2014 la govt form ayinaka AP had tons of problems and inspite of that busy scale of operations, the government decided to open a corporation and initiate skill development program on a war footing. This itself is a red flag.
