Less H1B Jobs: 40% drop in H1B LCA filings in Q3 FY 2023

Published : October 5, 2023 | by H1BGrader Editorial Team | Leave a comment

The overall US Job market is doing great, but the Job market for H1B visa holders is not that great. The H1B LCA data for Q3, FY 2023 indicates the same. Also, we had a second-round H1B Lottery for FY 2024 as many employers did not file H1B for the applicants. All of these show weak demand for H1B workers.

Coming to data update, US Department of Labor recently released H1B LCA and Green Card PERM Data for FY 2023 Q3 data. We have loaded that data to H1BGrader.com for you to review. In this article, we will cover all the insights from the FY 2023 Q3 data like top employers, job titles, top states, etc.

H1B Jobs Reducing: 180K H1B LCAs filed in Q3 FY 2023, 40% Decline

The H1B LCA data is an indicator of how many employers are actively hiring H1B holders. If we look at the H1B LCA data for Q3 FY 2023 and compare it with Q3 data of FY 2022, we see a significant drop in the filings of LCAs. Last year for FY 2022, Q3 there were about 300,000 LCAs filed and now for FY 2022, Q3, we see only 180,533. It is close to 40% decline in the H1B LCAs filing.

Also, if we look at the overall trend of H1Bs for FY 2023, there is a decline of about 29% compared to last year. It is not just about this quarter’s data, but the downward trend in H1B LCAs for FY 2023 indicates that the job market could be better for H1B workers.

Below are the total counts of LCAs (includes H1B, H1B1 & E3) that were filed with DOL so far this fiscal year(FY) 2023.

38K PERM Labor Certs filed in Q3 FY 2023, 4.9% Increase in Applications

If we look at the Green Card related PERM Labor Certification filings, they were 36,592 in Q2 2022. If we compare the same for Q3, FY 2023, they stand at 38,381 and are up by a meager 4.9%. If we look at the average increase, it has also come down to 10.6% increase. Same time last year it was about 20.7% increase in the PERM filings.

One of the things that is interesting is, while the H1B jobs trend is downward trending, the minor uptick in PERM filings indicates that companies are likely out of the layoffs mode and now sponsoring PERMs for their existing employees. They are likely retaining existing H1B workers and filing Green Cards for them. Just that they are not hiring more H1B workers.

It will be interesting to see how the next few quarters will shape up for PERM filings. Below are the total Labor Certifications filed in the DOL PERM Program for Green Card processing until Q3 FY 2023.
