is Bharatmala Pariyojna Program (BMP) is success? or failure..?

phase 1 suppose to be finished by December 2022 but it got delayed by 6 years (2028)...and not sure about phase 2, actually as per initial estimate  it suppose to be done by 2024...but phase 1 itself taking 2028 then phase 2 might take more...

and also the debt and interest on debt is skyrocketing...seems to be debt is more than income...when it finished...

The total length of 34,800 km (21,600 mi) highways will be constructed under phase-I by December 2022, including 24,800 km (15,400 mi) of new highways and another 10,000 km (6,200 mi) currently under-construction remaining incomplete under NHDP, compared to 19 years it took to upgrade almost same length of National Highways under NHDP.^{[17][16][2][18]}
