just tell the firm that your current contract got extended and not interested. If they have not submitted your resume yet, they won't waste a few hours preparing your application now that you are not available. Go ahead and sign rtr with another co.

If you ask them if they submitted, they’ll always say they did even if they didn’t yet. We’ll never know that. Usually when a co gets an rtr, they will not submit resume immediately as it takes a few hours to prepare and submit on client’s portal. They’ll take their own time because they have your rtr. Most probably they have not submitted it yet but just bluffing 

if you don’t want to go thru them, just inform them as above and go with another co hoping that the first co did not submit yet. In the worst case, your resume may not be considered by client for double submission but these days I hear even if there is a double submission, the first co who submitted first will be valid. If they did not submit yet, your second co will have a valid RTR when they submit your resume first

Tell them the same you got better rate with a diff vendor ani. Negotiate with the same vendor otherwise go with the other one. 
 

if he’s already  submitted you can’t do anything

it depends on which co submits first.

tell the first co that your current contrxct got extended and not interested (don't say anything else like not to submit, etc).

tell the second co about the rtr you signed with the first co and ask the second co to submit immediately
