I feel IAS (specifically district collectors) is an outdated concept. In British Era they wanted someone from their side want control and this system worked. 

Autonomy of most departments end at district level. For example education/ agriculture, these departments have their own hierarchy up to state commissioner but they report to collectors too. It is confusing and makes collector as bottleneck in the process.

yeah agree....how IT evolved with new process and precuders, govt agencies kuda update aithe better emo :D
