Nitish Kumar proposes to increase reservation quota from 50% to 75% after caste survey results

On 7th November (Tuesday), Bihar Chief Minister Nitish Kumar presented a detailed report of the caste-based census in the Legislative Assembly. During the discussion on this matter, he proposed to raise the ceiling of reservations in the state from 50% to 75%. Out of this, 65% would be allocated for caste-based reservation while 10% would be for the Centre’s mandated reservation for Economically Weaker Sections (EWS). 

While tabling the detailed caste census report in the state assembly, he said, “Quotas for Other Backward Classes, Scheduled Castes, and Scheduled Tribes need to be raised. We will do the needful after due consultations. It is our intent to effect these changes in the current session.” However, the three per cent quota for OBC women could be scrapped, as reported by NDTV. 

As per this proposal, the current reservation for SC which stands at 16%, could be increased to 20%. Meanwhile, the reservation for ST, currently at 1%, could be raised to 2%. Additionally, a combined reservation of 43% could be allocated for EBC (Extremely Backward Classes) and OBC (Other Backward Classes), as per the proposal. 

It is important to note that his proposal comes two days after Union Home Minister Amit Shah launched scathing attacks on the Nitish-Kumar-led Bihar government. Back then, he asserted that the ruling ‘Mahagathbandhan’ government had deliberately inflated the population of Muslims and Yadavs as part of its “appeasement politics”.  

Strikingly, Yadavs and Muslims are considered the core voter base of the incumbent alliance in Bihar. According to the caste survey, Yadavs have the highest population among OBCs and comprise 14.26 percent of Bihar’s population. 

Further, 36 percent of the Bihar population i.e. 13.1 crore people falls in the EBCs categorisation, Backward Classes comprise 27.1 percent population, and 19.7 percent of the state’s population hail from Scheduled Castes. Scheduled Tribes make up 1.7 percent of the population, and the General Category is 15.5 percent, as per the findings of the Bihar Caste Census.

The preliminary findings of the Bihar caste Census were released earlier on 2nd October. It revealed that approximately 63% of the state population falls in the backward and extremely backward classes.

Meanwhile, more data, released earlier today, revealed that approximately 34 percent of all families in the state survive on less than ₹ 6,000 per month. Moreover, around 42 percent of Scheduled Caste and Scheduled Tribe families live in poverty.

now pressure on Modi to carry out the caste census.

this is the only way to expose and defeat Modi.

some Modi supporters think that Modi is open to conducting caste census and rejigging reservation system to benefit majority castes, but lets see..

AP is also conducting caste survey....I think the biggest losers from this survey.....ruling political class. TDP for instance....what is their population & how many leaders are holding major positions? Biggest advantage for Jagan  he a religious minority. So, the question will TDP let BC leaders assume top positions?

Telugu States' ruling political class are the biggest losers....Big blow for TDP.This might be the last election where ruling classes of the Telugu states getting lion share of seats....especially true with national parties. Congress & BJP are already singing the song of BCs!

I think it cannot be stopped....BJP already has a BC PM....Congress should be reciprocating by replacing RaGa at least in the future...should replace their PCC cheif in TS...Bandi would have been the party President if not for the complaints fro Eetela, another BC leader. So, it's time to handover the power to the BCs/SC/STs! It's their country now!

Wider representation of castes based on their numbers will happen….It started with Bihar and will happen all over India. Max two terms and you will see every state conducted its own caste survey. Caste based reservations will be increased and the 50% rule by Supreme Court will be negligible.

BJP's bc PM is a sanghi. it doesn't count, until he actually delivers on caste census and expanding reservations.

congress president is also not from the savarna caste anyway. let Modi conduct caste census and revise reservation quotas to 75%. first.

it'll actually help you guys, in fact. more money into social programs improves the lives of everyone. more money towards education will increase access of general category guys too, in education.

It might not count for you but whether you know it or not, but the BCs r a huge vote base for the BJP...! Congress took it for granted for many decades but the BJP has been focused on the caste from the day they won in 2014. They do their homework better than the other parties...while Congress is running to the NGOs begging for their help to displace BJP or support them in disputing the election results. I would not be surprised if the Congress does that in 2024. After all, our beloved visionary ChaBaNa was one of the first politicians in 2019 to cast a doubt on EVMs! 

I wouldn't be surprised if it happens somewhere between 2027-29...or may be 5 years more but it will happen. It is a political compulsion.
