if they contact offer to pay for the headlight(shouldn't be much) if not let insurance handle it

Finally I was able to hold that guy , he didn't call me. 
But I went to him and asked , if you want to fix it. I will get it done annanu.

If the person did not want to deal thats a good thing. 

In the future if they decide to contact the insurance, you cannot do anything about it. 

IMO - you cannot ask them to confirm that they do not want to claim or contact insurance. 

You did everything you had to do - leave a note, contact the person, talk to them, give your details etc.
