I won't be surprised if this guy jumps into congress as soon they form government 

This is pretty common across andhra /Telangana since two decades.you have to pay your local MLA some percentage of your venture. Some give plots , some give money , some give apartments , etc 

If you don't pay the protection money , your venture will not proceed even if you everything the correct way
